This photograph is of green tea to be used as part of a Tea Ceremony.  The frothy green consistency came from adding hot water to the ground tea leaves and mixing it with a whisk.  The sweet next to is it consumed before the tea as part of the ceremony.  For an introduction to the history and some basic aspects of the ceremony, please read The Evolution of the Tea Ceremony by Paul Varley.
