Tokyo is a finalist to host the Summer Olympics of 2016.  In this photo of Tokyo Tower taken in July 2008, the year 2016 is lit up to support Japan's bid to host those Games.  This sign is part of a large Public Relations effort to create support for Tokyo's bid, such as these flags flown in Tokyo in support of the Olympic candidacy.
