Drawing of the Promulgation of the Meiji Constitution

In 1889, the Meiji Emperor gave a Constitution to the people of Japan in a formal ceremony.  The ceremony was aimed both at the Japanese population and the United States and Europe, to illustrate that Japan was a "modern nation."
